Estonian EU Presidency 2017: the Digital Health Society, “Priorities, collective actions and high-level conference”

Estonia will lead Europe when they assume the Presidency of the EU council from 1st of July 2017. As part of the Presidency programme, supporting digital innovation in healthcare will be one of the priority topics, in line with the overall priority of the Digital Single market in Europe and the Free Flow of Data. In preparation for this, the Estonian Ministry of Social Affairs has appointed the European Connected Health Alliance (ECHAlliance) as its International Strategic Partner and co-organiser of an event planned for Tallinn in October 2017.

The Ministry of Social Affairs of Estonia and ECHAlliance have launched the Digital Health Society (DHS) Declaration, as a call for actions about the strategies and actions to achieve the digital transformation of healthcare systems. This grass-root initiative is developed collectively with the EU key stakeholders representing policy-makers, citizens, health professionals, scientists, companies and payers. The DHS Declaration will be officially presented and signed during the eHealth conference which will take place in Tallinn next 16-18 October, and it will also be the support document for EU council recommendations to be published in December 2017.

We are then organising a webinar which will be the opportunity to present:
• the main objectives of the Estonian EU Presidency for health and social care
• the content, topics and the consultation process of the Digital Health Society Declaration
• the outline programme of the Digital Health Society conference on 16-18 October in Tallinn and how to contribute to the agenda.

Speakers:
• Ain AAVIKSOO, Deputy Secretary General for E-services and Innovation at Ministry of Social Affairs of Estonia
• Brian O’CONNOR, Chair of the ECHAlliance

When: 4 July 2017 at 10:30 CET
Register: Unfortunately due to extremely high demand this webinar is now full. A recording of the webinar will be available to download from Connector after the event

Read the interesting study on “Mapping out the obstacles of free movement of electronic health records in the EU in the light of single digital market”

The Government Office of Estonia commissioned a study on “Mapping out the obstacles of free movement of electronic health records in the EU in the light of single digital market”. The study was initiated and conducted in cooperation with the Estonian Ministry of Social Affairs.

This report is a summary of a study conducted in Estonia that analyses various obstacles of free movement of data across the EU and in the Member States to suggest recommendations to overcome the obstacles. Five Member States are chosen to have a better understanding of the diversity of eHealth systems being used in the EU. The chosen Member States were Finland, Germany, Poland, Sweden and the United Kingdom (England) (with Estonian eHealth system being used as a point of comparison). Although the systems were differently organised, it is impossible to say whether one was superior to the other. Therefore, the report does not favour a certain system; instead it tries to give an overview of the different opportunities countries have when implementing a eHealth system.

In Addition

ECHAlliance was appointed by the Estonian Ministry of Social Affairs to work in collaboration with Tallinn Science Park Tehnopol and other partners in a benchmarking study exploring regional examples of third party integration with public health information systems. The study is almost complete with ECHAlliance using its international network to identify and engage with European and international regions in order to benchmark processes and the legal and technical frameworks for sharing data with 3rd parties. The Estonian government will use the insights from this study to inform their work in this area.

The findings will be made available later this year.

DigitalHealth London inaugural Ecosystem Meeting, 15 June

On Thursday 15th June DigitalHealth.London worked in partnership with the Healthy London Partnership to host London’s first Ecosystem.

The afternoon focused on ‘virtual consultations in primary care’ and was aimed at bringing together industry and NHS primary care stakeholders to collaborate on breaking down the barriers to wider use of virtual consultation and triage technologies across general practice in London.

The event brought people together to support GPs to engage with the new technologies that exist in the online consultation space, highlight areas of best practice and move stakeholders along the implementation pathway.

90 delegates registered to attend from across London, eager to contribute to, and learn from, the fast-moving conversation around online consultations and the afternoon kicked-off with keynotes and updates from some of London’s trendsetting clinicians, Murray Ellender, Aumran Tahir and Ammara Hughes, each of whom brought particular perspectives to the need for change amongst primary care.
