Clusters4Defence programme – lessons from the war in Ukraine for Europe

The Ukrainian Cluster Alliance is launching the Clusters4Defence programme, which aims to raise the profile and recognition of the cluster approach as a strategic tool for transforming the Dual-Use/MilTech sectors in Ukraine and the EU through mobilising political, donor and cluster support. Ukrainian clusters are ready to work together to share their experience of modern warfare to strengthen Europe and its allies.

On Joint Response to Security Challenges

The Clusters4Defense initiative unites Ukrainian and European clusters to jointly respond to modern security challenges. Cluster-based approaches, with a focus on strengthening supply chains and ecosystems, fostering collaboration among participants, and integrating and developing innovations, are more critical than ever. The window of opportunity is open — it’s time to act together for a shared, secure future

The initiator of Clusters4Defense is the Ukrainian Cluster Alliance (UCA). UCA is a national association of clusters, bringing together 40 clusters from across Ukraine, more than 10 of which are directly involved in the production of dual-use and defense technologies. Together, they are united in a Resource Center.

UCA actively develops collaboration with European clusters and is a member of the European Cluster Alliance and the TCI Network. The focus of Ukrainian clusters, as well as European ones, is on strengthening value chains and industrial ecosystems, while fostering innovation and supporting the twin transition.

The Advantages of International Cluster Cooperation

  • Networking and Collaboration: Participation in the Euro-Atlantic Network of Clusters in the Fields of Defense, Security, and Dual-Use Technologies.
  • Open Access to Innovations: Collaboration on innovative, scientific, and technological projects, as well as bilateral expertise to enhance the effectiveness of defense and security technologies.
  • Opportunities for Funding: Preparation and formation of SMEs and startups, their rapid integration into Euro-Atlantic block programs, and support for the establishment of joint ventures and consortia.
  • Scaling of Productions: Assistance in expanding production capacities, enhancing manufacturing efficiency, and implementing new production processes.
  • Import Substitution of Components: Establishing local production of components and parts for defense and security industries in EU countries and Ukraine, reducing reliance on imports from China.
  • Access to New Markets: The opportunity to enter new markets through partnership networks, participation in international exhibitions, and trade missions.

6 Areas of Mobilization and Consolidation of Clusters

  • Development of Technologies and Innovations: Participation in research and innovation initiatives aimed at implementing advanced technologies and new solutions in the defense sector, enhancing operational capabilities, and responding to emerging security challenges.
  • Integration of Supply Chains and Import Substitution: Development and implementation of mechanisms for integrating supply chains aimed at reducing dependence on imports and supporting the growth of domestic production, ensuring stability and security in the defense sector.
  • Automation and Digitalization of Manufacturing: Implementation of modern automation technologies and digital solutions to optimize manufacturing processes, enhance efficiency and product quality, as well as reduce costs in the defense sector.
  • Training of Personnel (Reskilling — Upskilling): Organization of training programs and workshops aimed at developing new skills and enhancing the qualifications of employees, facilitating adaptation to changing market conditions and the implementation of new technologies in the defense sector.
  • Internationalization of Clusters: Promoting the development of international cooperation among clusters, establishing partnership agreements and collaborations with foreign companies, which enables the expansion of opportunities for entering global markets.
  • Digital Security and Cyber Defense: Development and implementation of measures to ensure the security of information systems, protect data and networks from cyber threats, and enhance readiness to respond to cyberattacks in the defense sector.

Goals and Objectives of the Initiative

  • Development and Implementation of Effective Collaboration Mechanisms: Creation of structured approaches and platforms to facilitate cooperation among different clusters, allowing for the exchange of resources, knowledge, and experience, as well as the realization of joint projects in the defense sector.
  • Integration of Supply Chains and Technological Solutions: Optimization of supply chains through the integration of cutting-edge solutions that ensure effective resource management, improve coordination, and enhance resilience to challenges in the defense sector.
  • Enhancing the Competitiveness of SMEs and Startups: Implementation of support programs that promote the development of SMEs and startups in the defense sector, including access to funding, consulting services, and technological innovations.
  • Launching and Implementing Joint Projects: Organization and coordination of joint initiatives among cluster participants, including the development, implementation, and monitoring of projects in the defense sector, aimed at achieving common goals and enhancing technological capability.
  • Development of Projects in the Field of Dual-Use Technologies: Facilitation of the creation and implementation of projects that utilize technologies suitable for both civilian and military purposes, aimed at enhancing their effectiveness and ensuring security in the face of contemporary challenges.
  • Knowledge Sharing and Best Practices: Organization of seminars, conferences, and training sessions that promote skill enhancement, innovation, and adaptability to changes in the defense sector among cluster participants.
