A technical engineer and psychology graduate. After working for five years as a clinical psychologist in a general hospital, he was elected mayor of Manresa City Hall in 1979. In 1988, he began to work as a high-level civil servant in the European Commission in Brussels, where, among other projects, he led EURES European employment services and was later Director for Governmental Cooperation with North Africa and Middle East Countries. He was a director at the European Parliament for five years.
The Government of Catalonia named him General Secretary of the Department of Health in June 2004. In September 2005, the government entrusted him to start up “BIOCAT” (Biotechnology), and from January 2007 to May 2013, he was CEO of the TicSalut Foundation (ICT Health). Since then and until December 2017, he has been Director of the “mHealth Competence Centre” at Mobile World Capital Barcelona.
