Pilot Project – Co-creating a European Ecosystem of Distributed Ledger Technologies for Social and Public Good –  Europe-  Blockchain

 The European Commission is launching a Call for Proposals for a Pilot Project in the field of Distributed Ledger Technologies (DLTs) for Social and Public Good.

There is now a growing interest from public and third sector organisations at local, national or supranational levels in reflecting about and experimenting with Distributed Ledger Technologies (DLTs), the most known being Blockchain, due to their potential for decentralising processes and data management. This Call for Proposals (CfP) aims at selecting a beneficiary/consortium to support the European Commission in the co-creation of a European ecosystem of developers working on DLTs for Social and Public Good.

The activities of the contractor selected under this CfP will support cutting-edge solutions proposed by developers, entrepreneurs, start-ups and other entities in the DLT space. The central point will be the co-creation of a unique Accelerator programme to stimulate the piloting of DLT-based social and public applications to address existing or emerging sustainability challenges, and ultimately drive positive change for the common good.

Applicants to the CfP must demonstrate proven multidisciplinary knowledge or previous activity in the fields of: blockchains and other DLTs, incubation and acceleration of emerging technology-based solutions, digital social innovation, and social impact investment.

The beneficiary/consortium will conduct an open challenge to identify and select up to 10 projects pursuing DLT applications for social or public good to be supported by the Accelerator. Selected projects will be awarded with initial funding and connected with other organisations that can inform the development of their applications and/or use cases. At the end of the Accelerator, all projects will submit their proof-of-concept applications and/or use cases for final evaluation. A set of best projects will be announced at a final event and rewarded with additional funding.

The main objectives to be achieved by the Project are described in the Call for Proposals document and cover the following:

  • Co-design and launch of the Accelerator and its programme of activities
  • Open call for applications to the Accelerator
  • Implementation, management and monitoring of the Accelerator programme
  • Evaluation of top projects and organisation of final event of the Accelerator
  • Communication and impact assessment of the Accelerator

Total budget available: 700 000 EUR

Maximum co-financing rate: 95% of total eligible costs

Duration of the action: 15 months
