The European Commission has officially launched the Horizon Europe Cluster 1 Health Work Programme for 2025, opening up new funding opportunities for groundbreaking health research and innovation. With most proposal deadlines set for 16 September 2025, applicants are urged to begin preparing their submissions promptly.
In response to geopolitical instability, including the war in Europe and the Middle East, the 2025 programme places special emphasis on building a safe, secure, and economically robust Europe. Cluster 1 Health, in particular, targets advances in preventive healthcare, non-communicable disease treatment, and public health equity.
Key areas of focus include:
- Environmental health and the impact of pollution
- Brain and mental health, including autism and neurodegenerative diseases
- Next-generation biotechnology and AI, including Generative AI applications in biomedical research
- Strengthening healthcare system resilience and pandemic preparedness
- Combatting antimicrobial resistance from a One Health perspective
Several actions also aim to boost SME competitiveness and support the development and scaling of breakthrough health technologies.
The 2025 programme directly supports the EU’s strategic priorities for the green and digital transitions, competitiveness, and inclusive growth, as outlined in the Horizon Europe Strategic Plan 2025–2027 and the Commission’s Political Guidelines for 2024–2029.
