CatSalut has published through CTTI two procurement opportunities for technology partners to support Catalonia’s ambitious Digital Health Strategy 2024-2030. These strategic initiatives are fundamental components for transforming and modernising the Catalan health system through a radical change in the health information systems model. Both procurements are funded by the European Union Recovery and Resilience Facility and aim to enhance healthcare quality while promoting collaboration and technological innovation.

Procurement 1: Open Health Platform (CTTI/2025/113)

Budget: €5,044,678.38 (excluding VAT) with estimated total value of €7,105,730.12
This procurement seeks to build a comprehensive open platform architecture with three main components:
– Transactional Execution Core.
– App Marketplace.
– Platform Services.

Procurement 2: Forms Generation and Orchestration Platform (CTTI/2025/112)

Budget: €4,077,298.61 (excluding VAT) with estimated total value of €6,117,867.59
This procurement aims to create a platform for generating and orchestrating digital health forms that will:
– Enable creation and management of forms for National Health System applications.
– Ensure interoperability with clinical information persistence standards (specifically openEHR).
– Integrate with the future open health platform.
– Facilitate low-code development of healthcare applications.

Strategic Importance
These procurements directly support the primary objectives of Catalonia’s Digital Health Strategy:
– Construction and deployment of the Catalan Health Record – Both platforms will contribute essential components for standardised capture and management of clinical information.
– Deployment of an information systems model based on open platforms.
– Deployment of innovation through systematic use of health data
– Establishment of a robust governance model for information systems involving all actors in the Catalan health ecosystem.
