The event is organised by ECHAlliance member Digital Transformations for Health (DTH-Lab) and the University of Vienna.
Data solidarity aims to ensure the fair distribution of digital benefits and risks by promoting data use that creates public value while preventing and mitigating harm. To support these goals, a team at the University of Vienna has developed PLUTO in partnership with the Digital Transformations for Health Lab, a tool designed to assess the public value of data use by evaluating risks, benefits, and institutional safeguards.
PLUTO is the focus of an upcoming workshop at the UN World Data Forum 2024, where participants will learn about the conceptual and methodological underpinnings of the tool, use it themselves in real-world scenarios, and be encouraged to consider how the public value of data use can be ensured across the digital ecosystem.
The session aims to empower participants by providing practical skills and insights on using PLUTO and actively contributing to the creation and maintenance of public value in their fields.

Digital transformations are shaping all aspects of our lives, including health. Digital innovations can help to improve young people’s health and well-being and achieve Universal Health Coverage (UHC) through their application in health systems, public health promotion and prevention, and personal self-management of health status and behaviours. Without good governance, digital transformations can undermine health and exacerbate inequality. As levels of connectivity increase, concerted efforts are required to ensure that digital technologies are harnessed in support of better health and well-being for all and the attainment of the Sustainable Development Goals (SDGs) by 2030. The Digital Transformations for Health Lab (DTH-Lab) is a global consortium of partners working to drive implementation of The Lancet and Financial Times Commission on Governing Health Futures 2030’s recommendations for value-based digital transformations for health co-created with young people.
