Horizon 2020: new measures to simplify participation

The European Commission will simplify participation in Horizon 2020, EU’s research and innovation Programme.

For this purpose, a revision of the Programme’s Model Grant Agreement was recently adopted that introduces a new definition of additional remuneration of researchers and simplifies the charging of other costs related to grants awarded under Horizon 2020. The new rules aim to reduce administrative costs, helping participants prevent accounting errors.

The revision introduces a number of detailed measures that include: 

  • acceptance of participants’ own accounting practice when charging costs for products or services provided internally or in an organisation; 
  • increased openness to the world by providing a simpler option for international partners from third countries not eligible for EU funding; 
  • extension of the electronic-only grant management to the period after the final payment. 

The measures adopted pave the way for further simplification, starting with the streamlining of the Horizon 2020 Work Programme for 2018-2020, which will focus more on key priorities. To maximize the impact of the Programme, while enabling participants to identify topics of interest more easily, the number of topics and calls will also be reduced.  

In perspective, the Programme will be more relevant and easier to access for start-ups and innovators. In light of this, the Commission intends to further support breakthrough innovation with the potential for scaling up, also by establishing  a European Innovation Council.
